倪进祥，男，汉族， 1972年10月8日生于安徽无为。
1991年入伍，现为中国书法家协会理事,中国楹联学会副会长，中华诗词学会理事,全国青联委员，清华大学美术学院书法高研班导师,安徽师范大学兼职教授,兰州大学书法研究所特聘研究员，国家图书馆特聘教授，四川民族学院客座教授，南通职业技术学院客座教授。
主攻章草丶善长自作诗联。其作品30余次入展中国书法家协会主办的国家级书展，其中在《全国第五、六届中青年书法大展》中连续获奖，在《全国第八届全国书法大展》中获"全国奖"，在《全国第三届楹联书法大展》中获提名奖，并4次在全军书法大展获一等奖。
出版个人专辑5部。1992年11月被国家民政部和总政治部评为"全国军地两用人才先进个人"，2000年被中国书协评为"全国首批德艺双馨书法家"，2008年被中国书协评为"中国书法进万家活动全国先进个人"，2009年被中国文联评为"全国送欢乐下基层活动贡献奖"，2010年8月被总政评为"全军学习成才先进个人"。
2016年被评为中国书画十大年度人物。两次荣立三等功，四次荣立二等功。新华社、《人民日报》、《解放军报》、中央电视台、《中国青年报》、《科技日报》、《中国书法》、《中国书画报》、《书法报》、《书法》、《书法导报》、《青少年书法报》等多家媒体有专题报道。
